A panel on the subject of ADULT EDUCATION: CURRENT REALITY AND PROSPECTIVE VISION in 16may19@Salão das Magnólias – Casa Municipal da Cultura de Seia - a Europe that dances in the melodies of the mountain range.

EPSE – Escola Profissional Serra da Estrela e Centro Qualifica. Two hours walking the talk about Adult Education and Lifelong Learning in Portugal.The talk was raised upon three miss questions, that moderator shared previously with panelists. Those were:

Q1 - What space and resources does EA currently takes in your activity and within your organization?

Q2. European indicators show that Portugal has to do much more to reach the EU average level in EA / ALV. Will the current national strategy be able to meet this goal? Can you give 2/3 ideas to accelerate the process (opinion).

Q3. - Current contexts of learning are powered by technology and pointed as capable of favoring the arrival of Portugal to those European indicators: artificial intelligence; robotization; machine learning: deep learning; digital games; gamification; open resources; elearning and Moocs; virtual and augmented reality; Can you account for cases and / or examples that illustrate this path? You may include in this context the role that arts / music-ballet-sport-learning should play.

It was clear that we can make better use of Funding, now that it seems that EA/LLL is in the Top priorities in Portugal, again. However, it is also clear that great efforts have to be made to get applications. Also that we have to make a decision about fundings shared in different fronts at different Funding programmes and policy departments. Nowadays dispersion considers divisions for: training projects at enterprises and corporations; unemployed-neets-unfavorable; adults qualification; literacy. A strategic plan for adult literacy in the National Reforms in Vocational Education and Training and Adult Learning is underway and the Qualifica Centres Programme (validation and recognition of competencies) are at full speed again and getting more and more autonomy and budget. The Qualifica passport is now obliged. Mainly by EFA and modular (UFCD 25/50H) courses offer. However all for classroon doors which is a strong barrier for adults, specially employed. The qualification needs forecasting system (SANQ) and Quality assurance systems aligned with the EQAVET framework are more and more accurate. The panel agrees that much could be done to stimulate inclusion and innovation. For instance it is known our national inhability for putting together organizations in a common frame of coordination and specially at high level. A digital oriented programme is now in place. INCoDe.2030. The panel noted that coordination and liaison to this programme of the different one´s is critical in order to implement a common front for Digital Literacy and to overcome the lack of digital competencies.



This colloquium showed me that, no matter how virtuous the measures and the political strategies in the LLL are, the dynamics of intervention only achieve positive results when the teams that execute them do so, with maximum personal dedication and professionalism. I have noticed that the different representatives who were present at the colloquium, where I am included, (public bodies, higher education, European projects, teams of Qualifica Centers, trainers, vocational schools, public schools, teachers, training entities) with enthusiasm, joy, dedication and professionalism, despite the constant changes that occur in Portugal at this level and that sometimes make us take a step or two backwards. In this colloquium I learned that, in fact, we do not take steps back. We simply took the swing to make two, or three, steps forward!

In this colloquium we realize that Dream is possible and that we continue to dream! That we need to value people and collaborate so that the dream becomes a reality: Lifelong Learning, education beyond qualification, an effective education for life, not only for the life of work, but for life, for all, including
older people.
